A camper is seen in the distance along the Bocce ball court at La Playa Park. Neighorhood activists say as many as 30 have been camped along Ocean Beach area. City officials no doubt will have to balance the issue of vehicle parking ordinance legislation with the more delicate issue of homelessness.
