The re-establishment of US 4th Naval Fleet for Central and South America has raised concerns in Brazil and brought some tensions in political and diplomatic circles.
U.S. Secretary of State called up the Brazilian Foreign Affairs Minister Celso Amorim in the evening last Tuesday to explain that the re-established U.S. fleet will respect Brazil's sovereignty and "territorial seas". She also told Mr. Amorim that the issue will be handled by her Deputy Secretary of State from now on.
Brazil has just activated its Washington Ambassador over the issue.
