Can't upload photos?

I can't seem to upload any photos. I took a screen shot from the National Zoo's panda cam, but when I try to upload, there are no fields for tags? (also the 'select images from your computer' is not working). I've never seen this happen before? Any ideas of what this could be? Thanks, Leigh
